An alternative route could be to make a rectangle selection, go to the channel tab an make an alpha channel of that selection (by clicking the 'new channel' icon) and use the 'dust and schratches' filter to round the rectangle and make a new selection with that channel. But that is the pre-vector tools way... I think the method above is cleaner.
