You need to double click on the "Folder with arrow" icon.
You'll get the "Add runtime" option when you have gone far enough up that you don't see the "Folder with arrow", just folder icona for each of your Runtimes.

The "Add runtime" is the usual "+" button, but when you mouseover it you'll see "Add Runtime" rather than "Add to Library".
