I think it's also a matter of "give-and-take". Many folks are more likely to comment on images posted by people who comment on others' stuff. There is no obligation to comment on anyone's image, of course, and some people have a lot less online time to post and/or comment than others do. I know I'm more likely to check out images by people who I see commenting on the work of others.
