Try a web-proxy service. If you can get through just fine using one of those, then something's up with one of your local service provider's servers (and not the site's.) Running a tracert to the site in question might also show exactly where the trouble is. Then it's just a matter of letting your provider know about the trouble, and them being "on the ball" in regards to fixing it.
