Here's the idea. The "cape" is really an raised portion of the coat with an oversized stand-up collar that gives the impression of an Inverness Cape style coat, without the problem with posing. The cuffs would be oversized and probably take up a large part of the "forearm", but with cartoon figures, this is normal. Would something like that work?
