The file itself is about 170Kb , a smaller version resulted in the same error. As I stated in the question , there's nothing on that PC but Win98Se and Vue on the C: drive so nothing else is running. I tried to let Win98 sort out the swapspace first , then set the swapspace to 8Gb on the empty D:drive aka no files but the swap there.
