Anyone can submit one... So if you have one, go to the tutorials page and click 'upload'. You will then enter the title, check the forum it is to be associated with, enter a thumbnail image, and select skill level. Then click 'add'. You will then start creating your tutorial pages (including images). When you are finished, you click to submit it for approval. If you have problems, let me know, and I'll give you a hand.
