Wings 3d has a great way to manipulate geometries (the tweak method) allowing for great looking grounds. Also, it is pretty easy to make basic archetectural structures (like windowed and doored walls) It's a free application (check for the wings 3d forum here). There are some tricks to keep from getting the goofy rounding problems taken care of, but otherwise, it makes a great choice for creating your own sets.
