Hi, finally i found a little time to do an example. You don't have to go to the animation settings. You do your animation as "always" and then go to Render Settings (F9). There you select broadcast - the minimum render setting that allows motion blur. Of course you need to go to a frame in the middle of your animation first - that you want to render. At the beginning AND AT THE END the speed is zero, nothing to blur therefore. Standing objects are sharp! I hope my screenshot - with the two little rendered examples - is a little helpfull.
