Jim, I have noticed that the size of the Runtime folder makes a lot of difference. If I open my "P5 Lights" runtime, at a mere 132mb, and then click between the library palettes, it's always been very fast, practically no delay. However, my V3 runtime, at a shade under 3gb, has always bogged the program down. This tip does seem to have improved the reaction speed by about 50% on my machine. I'm on Win XP, Athlon 2.4gb CPU with a gig of DDR RAM.
