If hydrogen cars were made available, I'm sure some people could easily run them for free. As long as they're near somewhere where the wind blows and the fresh water flows (many places like that around). Get a wind turbine or hydro power generator going, and store the excess energy in the form of hydrogen which is separated from fresh water. The only really tricky part is pressurizing and storing the hydrogen. Once that gets locked down, such systems should be easy to set up for cheap. (Also it wouldn't be too hard to set up some solar heated vacuum distilling units in places where the water isn't fresh enough. Fresh water is probably necessary for making hydrogen via electolysis, because you don't want salts that could form corrosive contaminants. HCls or NaOH, etc. Last thing one wants is a tank of high pressure H2 being eaten from the inside by that stuff.)
