Well, I've said it before and it's also now in the Fractal Gallery Header: "Get out and VOTE! In order for the Hot 20 to be more accurate, we need everyone's participation. Voting is anonymous - you can vote for as many images as you want." There are NOT enough people voting-period. Until that happens, it won't change. End of story :) Nick P.S.
