There are friends and neighbors and happy neighborhoods. Free speech and unhindered action ebb and flow. Yet when the question of sovereignty comes up there is no underdog. Either the under dog becomes the new over dog or is destroyed. Who would ever bring up the issue of sovereignty in a sovereign country?
