You don't necessarily need access to source code to write import/export plugins. A lot can be done using Python, and you can link Python scripts to C/C++ code. I have done that several times, writing exporters for DirectX (this one got lost in a hard drive crash, unfortuantely), Yafray, RenderMan and Shockwave3D.
