I have a filled circle and I want to cut a smaller circle out of the middle. Does anyone know an easy way to do this?

Click the rectangular selection too, keep your button pressed and you will get more selection choices, one of them oval. Select it, hold SHIFT while drawing it, and cut a circle out of the big one. Easy as 1 2 3! Good luck!

If you just want to make a circular ring shape (torus), you could always use the elliptical selection tool (holding down shift to constrain to a circle) and Edit->Stroke the circular selection. The choice of stroke width and whether or not inside, center or outside the selection gives you a fair amount of control.
