A translation of the complete site would be ridiculous indeed, I'd never ask for that and I would argue against it if it were asked. A translation of only a very small part, that could help keep members out of trouble, that is what this thread is about. Like Zhann says, many sites have their TOS in different major languages, and the rest of the site is in a single language (English, German, French, Spanish, Italian, Japanese, whatever).
