Probably the best option is to add the vertices of the blouse under her armpits to the "constrained" group in the cloth room. Those vertices will always keep their relative position to the closest body part in zero pose, even if it means intersecting another body part. You'll lose some of the natural draping, but the overall result will probably be acceptable. And the cloth calculations will be somewhat faster too. My dynamic "vamp" dress for V3 has tight sleeves, all vertices are constrained, and the sides of the top part also are constrained. Works fine in walking animations.

The pen is mightier than the sword. But if you literally want to have some impact, use a typewriter
