You can scale up the outer clothing but it has varying degrees of success. The joints and morphs won't be in exactly the same places and you can bet your life you'll get poke through somewhere. Also, scaling can have weird effects on conforming clothes. It sometimes makes the mesh go crazy. Still, you have nothing to lose by trying. The second skin option will work just fine as long as the model's figure doesn't poke through. This does happen from time to time. You can correct it with magnets to a certain extent, or as elgyfu suggested, make the underlying parts invisible.
