The smudge tool is usually slow to respond when you work in high res like that. You'll either need to increase the memory or work in a lower resolution. What some digital matte painters do, though, is crop a small piece from their high res files and work with that piece -- then later merge it with their larger piece. Any one of those three solutions should work for you.
