If you need any more help with these effects I can help, brushes can help you achieve the effect, but layer styles (outer glow for instance) will bring you some nice results. There are lightning brushes out there and star brushes, I usually use white w/a soft brush and then use the layer styles and use whatever color glow I want to achieve a certain look/color effect. Gradients produce cool effects as well. Let me know if you need any help, also try a google search for sparkle brushes or whatever. Oh also - if you have a say a moon and you want to make it "glow" you can make a new layer, use a soft brush and trace around the moon with white or another light color, use gaussian blur to make it appear as if it were glowing.
