I think Chris is right on this one. The rule is that children can affect their parents, but not their grandparents (true in real life also!)

Or to put it another way, when you bend the Shoulder, the collar moves with it so that the joint remains smooth; but if the chest is required to deform, it can't, and you get a lumpy bit.

The answer is to extend the collars downwards, as you've shown in your second image. If you look at the grouping of other clothes, you'll see that the chest group is quite thin where it meets the abdomen. That way, the longer collar can deform properly when the shoulder bends.

I did mean subdivide, yes; I didn't know what modeller you were using, so I didn't use ANY terminology. :)
