Ah Ha! I've solved the problem! What is the Hot20? Googleing "define hot" gives 47 definitions. Here are the ones that could be construed as applying here.
You'll notice only one of them refers to skill.

I'll continue voting for the pictures that I like (not as many as you might think). If enough people do the same then the 20 pictures most liked will float to the top. By only voting for the pictures you feel 'deserve' to be in the Hot20, you are allowing space for 'average', 'bizarre but fanatically followed', and worse pictures.
