I wouldn't call the hair crappy. It has less detail or is softer than other elements in the scene. When I paint hair, I find that at my rendered image's resolution, I can't get a fine enough line for hair strands. What I do is resize by 3-4 times the original, then work on the hair, then resize down to the resolution I want.
