Spectrum is the leading and longest running fine art publication. They do charge fees for participation. There are many other fine art "Open Calls" for juried submissions that likewise charge fees. This is not an uncommon practice and there is a reason for it. The fees off-set the administrative, printing, and distribution fees. (The cost of printing a high-quality book is substantial.) Plus, artists that are selected get a level of professional exposure that they otherwise would not have direct access to. There is some interesting information on Spectrum's site as to why fees are charged that might shed more light on the subject. Hope it helps to clarify things.
