As long as you're using it as a bump and not for displacement, it doesn't matter if you lose the levels. After all, the rendering engines usually use partatial derivatives to determine how to bend the normals from a level map. BTW, this is the motivation for normal/bum maps in the first place: Moving calculations out of the rendering process and storing it in precalculated form in maps.
