When I need a readme I go to the zip file. I think it would be silly to put the readme in the textures folder because the texture folders are often named after the artist. The reason I go to look at a readme is to find out who the artist is to give credit in my gallery. If you have XP I dont understand why you would need to unzip into a temp directory. XP will handle the zip like a folder and you can just drag and drop what you want into your own directories. What I do is open two windows explorers side by side. Set the one on the left to my downloads directory where my zips are. Set the one on the right to my poser directory where my runtimes are. Ill double click on the zip in the downloads, that opens up in a new window. I click the folders button so that I can navigate in the zip.on the right I navigate to the appropriate runtime. Then I just drag and drop what I want from the zip to my runtimes. I delete the ! # etc from the files and folders in my library because I use those symbols for my own organization. I dont bother messing with the textures or geometries because I only have to look in those folders when something goes wrong. Which is rare for me.
