If you save the hair to the hair library it will automatically be saved as a "smart prop". Just select the hair, then save to the library as a new preset. As for clothing, that's a little more complicated but if it's a conformimg figure then it can be conformed to any figure you want once saved. If the clothing is a prop (not a figure) you must first set a parent (i.e., if it's a top you need to parent it to the figure's chest), then save it to the prop library.
