"3D artist is someone that knows what means: vertices, isoparm, nurbs, polygons,UV, skinning, IK, FK, Paint effect,..... " Well. I guess that's one way to look at it. Although that sounds more like a technician than an artist to me ;) (...ducks away from the "what is art" thread...)
