Depends on what you want. Video for the web? Then Windows Media 9/10 provides the best quality at low bitrates. Problem is, only Windows Media player can play those files, non-Windows users are out of luck. Second best is probably xvid or divx5. High quality video: I got the best results with the MS MPEG4-V2 codec. DivX5 is also good, but needs somewhat higher bitrates to get rid of those pesky artefacts. We're talking 3 Mbps and more here.
