You are probably in the directors viewport. On the left hand side where all the Bryce control buttons are, along the right hand edge the panel youll see 4 little down arrows. In the down arrow next to the xz control (just above the camera trackball) clicking on that arrow will bring down the option to camera to director. This will set the camera viewport to the directors viewport and reposition the camera. Also, to help you in future Bryce setups (Bryce 4 or 5), it is so much nicer when you know how your objects are going to navigate when you edit move them about the plane. That the x axis moves your objects left-right, y axis is up-down and z axis is in-out. Start Bryce up fresh, click 2 on the keyboard, this gives you the top viewport. Move your camera so that its at the bottom of the plane mesh, rotate so that its facing out towards the top of the plane directly parallel to the center of the plane. Then click 3 on the keyboard, this puts you in the right viewport. Adjust the height of the camera to put it well above the plane and not centered with it. My settings are x=0, y=30.72, z=-90 in the position section of the cameras attributes dialog and rotate is xyz=0. Once youre happy with these settings, go back to the camera viewport (keypad 1) before saving otherwise youll always startup in the top viewport, then go to File in the menu and click on save as and type in default for the file name and save in the Bryce root directory. The next time you start up Bryce, this setup will come up automatically when you start a new project and youll know how to navigate the scene.
