Heroes are easy... they don't wear much (to show off their muscles). Hit the spandex morph and dab a spot of paint on the material groups. Add a belt or cloak. Whoopee. Villains are the tricky ones. They require wardrobes: flowing trains, flowing sleeves, layers of clothes, high collars, anything to make them even more impressive. And rich. And powerful enough to command a decent tailor. (Example: Ming the Mercilous in all his opulent glory vs Flash Gordon in t-shirt and trousers... Flash wouldn't know what to do with a tailored suit if it didn't have his name on the front.)
