It seems rather misleading to me, but also rather confusing. Have you asked specifically where to obtain that hat and textures for the hat? Sounds like a merchant that doesn't know how to be clear in their advertising, and may or may not have deliberately been trying to mislead someone. If you can't solve it with the merchant, either by refund or them supplying you with what you thought you were buying, based on their advert, then I would report them and their product to the site's moderators/marketplace team, etc.
I'll add also, that it sounds like the site owners are somewhat responsible to, for not requiring specific details to be put in the ad for the product. They should have required that merchant to state that it was a texture pack to begin with and not the full outfit.
