You need a modelling application, such as Wings3d, which is free, or 3DSMax, which isn't. Wings has some very useful tutorials which will get you started on the basics of modelling. An alternative approach is PhilC's Clothing Creator which will create Dynamic (P5 and P6 only) clothes from a 2D image.
