how about every registered user get one "most favorite image". you can change your MFI at any time and if you dont change your MFI after 2 weeks it changes to none. (removing inactive member votes) the top 20 would be the people on the most MFI lists. this could reduce some of the vote solisiting, because your "friends" could only have their MFI on one image at a time.
