This is why something like this needed more exposure than it got, we needed things like this clearly and explicitly delineated, and they haven't been. Just because they've always done things a certain way doesn't make it o.k. I'm not ready to admit we don't have control over these things - it is somewhat naive but I still operate under the hope that we do still have a representative form of government, so I do still write my congresscritters on things I deem of importance.
