It is not based on GI, AA settings, fog, distance blur, or other rendering effect.
In the two video examples one set of spires has a uniform construction and is close to artifact free at 75% AA and basic sampleing. Motion has close to no effect.The other spire geometry varies more with finer structures. The results even after increased sampling and 95% AA and with camers motion is strobing.
One scenerio that may present similar problems would be a camera going down a street. The Light posts, signal lights, and Utility posts could flicker as they draw near the camera.
