He means that radiosity is an old, and outmoded technology. It has been around almost as long as raytracing. Also, radiosity only models diffuse light interactions, not specular ones, which is why you need combination raytracers and radiosity renderers. Also, as I understand radiosity, it involves subdividing 3d forms adaptively, and works much better for true 3d objects (CSG) than polygons. There are new, more interesting technologies for modelling diffuse light reactions. Photon tracing is one of these.
