I have no idea how that's determined, 1st come 1st served, by location or maybe even by dialup vs. DSL/Cable. We're all hitting the same IP address here but it may be different physical hardware. Something's obviously damaged or misconfigured somewhere but it could be here or on some comsat in geosynchronous orbit over Alaska for all I know. Is anyone on dialup experiencing severe slowdown or is it only DSL/Cable users? Have the admins given no response? Have you been neglecting your monthly NVIATWAS tribute renders to Vicky?
