Pull out your CD, and stick it in a drive. Go to Start>Control Panel>Add/Remove Programs then click on Photoshop. When prompted by the dialog box to remove or repair. Click repair. If it doesn't detect the CD, navigate to it (have disk) and then show it where the file resides.
Windows should automatically repair it from there.
