One 3D program can make any kind of mesh. Everyone will recommend to you their favorite. I'm using Blender 3D, and it's main feature is that it is a free download, and a pretty good program for free. It has lots of tutorials, except in the area of making Poser clothing- I might fill that gap soon though, I've been using Blender to make clothing.
