Here's another tutorial on the PSP Mesh Warp tool, it's a very cool tool for doing drapery. I use PaintShop Pro 9 and BodyPaint 3D with a bit of Photoshop CS, Illustrator CS, ZBrush 2, Dogwaffle, and Painter IX thrown in.
