That link is to a free graphic program. I don't use it, but several other people I know do and they really like it. From what I understand it can use the Adobe filters too. I personally use Paint Shop Pro. It can do almost everything photoshop can do, and it's very much cheaper. Plus the learning curve is a lot less than with photoshop as well.
