Sean- feel free to start any contest your little heart desires.
NOT all contest in the world must you persnally qualify to enter.
Some only want animations. Some are limited to kids 12 and under. Some are displays for 'the outdoor life'.
No where in the terms and conditions is is limited to US residents only.
It is strictly an art contest- which DOES apply here.
So lighten up! jeese
