One million users from only one ISP provider, if you look at the number of IPs reserved to this provider you will find that the number of possible combinations is below one million, this means that one IP is shared by many users, so you are blocking a lot of people without any reason and this is not good is you are running a business, for the hacker there is no problem, he always can find a way to reach you.
