I have not figured out why Poser has two different numbers there" One of them is a density, the other is a total number. The density says "10,000 hairs per square unit", where "unit" equals whatever you set in the Poser Prefs. I assume you're having it set to PNU, hence the large number - if you set it to inches or centimeters, you should see smaller numbers. Turn it up until you see a total number of ~2000 or more hairs, then it should look much better.
