group the entire skirt as "hip" don't put in the left and right buttocks groups.
when you add the bones in poser add the l/r Buttocks bones but don't group them in.
use joint pararmeters to make them move the skirt.

to make it conform use the Blank cr2 of the character you want it to conform to in the set up room and delete all the un needed bones. Hope that helps
