My two youngest daughters were both premature. The baby..lol...17, now, was kept in the hospital for almost 3 months, and put on phenobarbital too. She would have spasms, but no one ever figured out why she had them. The nurses seemed to notice that she would cry and cry and then spasm. They finally sent her home...She has been fine, ever since. My heart goes out to you. It is soooo hard waiting for a baby and then going through the anxiety of having him endure a long gruelling hospital stay. Hospitals do tend to err on the side of being safe. You little one may grow out of it too. (They said they thought in my daughter's case it was induced by frustration.)
