You will need a modeling program to make clothing. There are lots of free ones, like Wings3D and Anim8or, some inexpensive ones like MilkShape and Silo, and some very expensive ones like 3D Studio Max, Lightwave, and Rhino.

Link is to a tutorial that uses Anim8or, which is free.

Be warned, though: making clothing is difficult. If you've never modelled anything before, you might want to start with something easier.
