Yes, I saw it in the first image too. Generally, a good quality dedicated scanner should not have that issue (except for the fingerprints) so you are getting what you pay for. HP is not known to be a top quality company when it comes to scanners. You probably can open up the scanner and clean the glass, I've done it before, but it is not always an easy task and could void any warranty you may have. A thought. It seems like the streaks could be from reflections of the underlying scan bed. If so, no amnt. of cleaning will help. Good luck!
