Well the only reason I can see that Dynamic Clothes are more expensive is that merchants get less sales off them, so the price is a bit higher. Because by nature dynamic clothes can increase the time it takes to create a scene they havn't taken off as much as conforming. Cloth Primitive is a term that I really hope will take off :) I worked out a way of making clothes in the cloth room with a simple mesh which I call a Cloth Primitive. If you have a look in my freestuff the Cloth Primitive item is a tutorial showing you how to do it, it also has a reasonable section on the Materials Room which might help you. John.
